These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Tangipahoa Parish Government.
REQUEST FOR RELEASE OF FUNDS
On or about September 19, 2025, the Tangipahoa Parish Government will submit a request to the Louisiana Division of Administration, Office of Community Development – Disaster Recovery for the release of Resilient Communities Infrastructure Program funds under the Disaster Relief Supplemental Appropriations Act, 2022 (Pub. L. 117–43), approved September 30, 2021 (the ‘‘Appropriations Act’’), as amended, to undertake a project known as W. Mulberry Street Extension for the purpose of providing an alternate evacuation route in the Town of Amite City by extending West Mulberry Street approximately 1980 feet from the intersection of North Second Street (30.727976, -90.512195) to intersect with West Oak Street/Louisiana Highway 16 (30.726688, -90.517308). Estimated total funding for the proposed project is $1,568,000.00.
FINDING OF NO SIGNIFICANT IMPACT
The Tangipahoa Parish Government has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Tangipahoa Parish Government Office at 206 E. Mulberry Street, Amite, Louisiana 70422, and it may be examined or copied weekdays 8:00 A.M to 4:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the attention of Robby Miller, Parish President. All comments received by Thursday, September 18, 2025, will be considered by the Tangipahoa Parish Government prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Tangipahoa Parish Government certifies to the Louisiana Division of Administration, Office of Community Development – Disaster Recovery, that Robby Miller, in his capacity as Parish President, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Louisiana Division of Administration, Office of Community Development – Disaster Recovery’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Tangipahoa Parish Government to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Louisiana Division of Administration, Office of Community Development – Disaster Recovery will accept objections to its release of fund and the Tangipahoa Parish Government certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Tangipahoa Parish Government; (b) the Tangipahoa Parish Government has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Louisiana Division of Administration, Office of Community Development – Disaster Recovery; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Louisiana Division of Administration, Office of Community Development – Disaster Recovery at P.O. Box 94095, Baton Rouge, Louisiana 70804-9095. Potential objectors should contact the Louisiana Division of Administration, Office of Community Development – Disaster Recovery, to verify the actual last day of the objection period.
