This is to give notice that the Tangipahoa Parish Government (TPG) under 24 CFR Part 58 has conducted an evaluation of this proposed action under Louisiana Community Development Block Grant (CDBG-MIT) number B-18-DP-22-0001/53MTRR7701 located in the 100-year floodplain Zones A, AE/Federal Flood Risk Management Standard (FFRMS) riverine floodplain/wetland and as required by Executive Orders 11988 and 11990, as amended by Executive Order 13690 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management. Extent of FFRMS floodplain was determined using the freeboard value approach.
The project includes replacement of 507 driveway culverts along several roadways in Tangipahoa Parish: Peggy Lee Dr. and Velma Dr. in Amite City, LA; Frank Ln. and Mashon Rd. in Independence, LA; Whiskey Ln., Tin Can Alley, and Johnson Ln. in Tickfaw, LA; Timberlane Dr., N. Fendalson Rd., Jimmy Rd., McGee Rd., Booker Rd., Park Ave., Simpson Pl., Old Happywoods Rd., Fred Clark Rd., Randall Ave., and W. Yellow Water Rd. in Hammond, LA; and Lavigne Rd., Douglas Oneil Ln., N. Hoover Rd., Wildoak Ln., and Sweeney Ln. in Ponchatoula, LA. TPG proposes replacing the driveways with new correctly-sized culverts, set to the correct invert, with the same surface type as currently in place. TPG maintains the roads identified in this project. Culvert replacement is within the right-of-way (ROW) that TPG owns or has the right to maintain. Approximately 40 acres of floodplains will be temporarily impacted during construction of the proposed project. The purpose is to reduce flooding through improving gravity drainage.
TPG rejected the no action alternative as it would not improve gravity drainage. After coordination with agencies, reviewing alternatives following early public notice period in which no responses were received, and the fact that the proposed work is restoration of infrastructure already located in the floodplains, TPG determined that it has no practicable alternative to floodplain development.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given the opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the temporary impacts to the special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at a greater or continued risk.
