TANGIPAHOA PARISH GOVERNMENT
Tangipahoa Urban Area Transit Program-DBE Plan and Goal
The Parish of Tangipahoa is requesting comments or any questions on the proposed Disadvantaged Business Enterprise (DBE) Goal and Program for the Tangipahoa Parish Urbanized Transit Program (the public bus service FTA-Federal Transit Administration funded program).
Tangipahoa Parish is proposing a new FY23-25 overall 3-year DBE goal of 4-5% (which had been 7% for the previous 3-year period) for federally funded urban transit program contracts and is seeking public input before finalizing the new goal. A draft proposed goal, and the information by which it was determined, is available for public view from 8 am-4 pm, Mon.-Fri., not including holidays, at the Tangipahoa Parish Govt. office located at 206 E. Mulberry Street in Amite, La., or on the Parish website at www.tangipahoa.org, for 30 calendar days from the date of this notice. Written comments will be accepted for 45 calendar days from the date of this notice. All comments should reference TPG – DBE Urban Transit, and should be addressed to:

Tangipahoa Parish’s proposed 3 year DBE goal is for potentially funded Federal Transit Administration DOT projects, using both contracting and sub-contracting possibilities. The Parish will also encourage and provide technical assistance to those eligible entities wanting to become a certified DBE business.
Tangipahoa Parish is using an expanded defined market area that includes all parishes in the State of Louisiana, based upon previous bidders and responder lists from previous Tangipahoa Parish public bids and requests for proposals or qualification statements, and existing DBE and small business contractors in the market area. The potential FTA projects primarily include the transit system operations, purchasing of any supplies or equipment (not including rolling stock transit vehicles), purchasing of associated transit improvements such as benches and bus shelters and signage, pedestrian sidewalk improvements for transit access, maintenance services, and consulting services such as marketing, engineering, and planning.
The adopted goals of the Parish will be reviewed annually in order to make adjustments to the goal and to indicate measures to increase good faith efforts to reach and exceed the overall DBE goal. Note that businesses and contractors that may want to qualify for DBE status should contact the Parish DBE representative or may log into the Louisiana Unified Certification Program website for DBE at http://www.laucp.org/ucp/ for more information and forms.
