On or about Thursday, August 21, 2026, the Tangipahoa Parish Government will submit a request to the Louisiana Division of Administration, Office of Community Development – Disaster Recovery for the release of Resilient Communities Infrastructure Program funds under the Disaster Relief Supplemental Appropriations Act, 2022 (Pub. L. 117–43), approved September 30, 2021 (the ‘‘Appropriations Act’’), as amended, to undertake a project known as the Tangipahoa Parish Jail Improvements for the purpose of upgrading the facility’s security camera system, installation and repair of a modern intercom and communication system, and improvements to high-security fencing. These enhancements will strengthen security, improve communication and monitoring capabilities, and increase the facility’s ability to maintain safe and secure operations during emergencies. The project will improve the jail’s resilience to future disasters while supporting the continuity of critical public safety services. The Tangipahoa Parish Jail is located at 101 Campo Lane, Amite, Louisiana 70422. The estimated total funding for the proposed project is $1,234,725.64
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Tangipahoa Parish Government Office, 206 E. Mulberry Street, Amite, Louisiana 70422, and may be examined or copied on weekdays from 8:00 A.M. to 4:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the attention of Robby Miller, Parish President. All comments received by Wednesday, August 19, 2026, will be considered by the Tangipahoa Parish Government prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The Tangipahoa Parish Government certifies to the Louisiana Division of Administration, Office of Community Development – Disaster Recovery, that Robby Miller, in his capacity as Parish President, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Louisiana Division of Administration, Office of Community Development – Disaster Recovery’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Tangipahoa Parish Government to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Louisiana Division of Administration, Office of Community Development – Disaster Recovery will accept objections to its release of funds and the Tangipahoa Parish Government’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Tangipahoa Parish Government; (b) the Tangipahoa Parish Government has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Louisiana Division of Administration, Office of Community Development – Disaster Recovery; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Louisiana Division of Administration, Office of Community Development – Disaster Recovery at P.O. Box 94095, Baton Rouge, Louisiana 70804-9095. Potential objectors should contact the Louisiana Division of Administration, Office of Community Development – Disaster Recovery, to verify the actual last day of the objection period.
