These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Tangipahoa Parish Government
REQUEST FOR RELEASE OF FUNDS
On or about August 4, 2026, the Tangipahoa Parish Government will submit a request to the Louisiana Office of Community Development-Disaster Recovery (LOCD-DR) for the release of Louisiana Community Development Block Grant – Mitigation (CDBG-MIT) funds made available under the further Additional Supplemental Appropriations for Disaster Relief Requirements Act, 2018 (Public Law No: 115-123); in Federal Register Docket No. FR-6109-N-02, to undertake a project known as Tangipahoa Parish Culvert Modifications in Tickfaw and Maurepas Watersheds. The proposed activities of culvert removal/replacement would facilitate drainage, increase public safety from flood hazards, and decrease the need for emergency response at the proposed project locations. The estimated total HUD funding for this project is $4,000,000. These improvements will occur along Peggy Lee Drive and Velma Drive in Amite, LA, Frank Lane and Mashon Road in Independence, LA, Whiskey Lane, Tin Can Alley, and Johnson Lane in Tickfaw, LA, Timberlane Drive, N Fendalson Road, Jimmy Road, McGee Road, Booker Road, Park Avenue, Simpson Place, Old Happywoods Drive, Fred Clark Road, Randall Avenue, and West Yellow Water Road in Hammond, LA, and Lavigne Road, Douglas Oneil Lane, N Hoover Road, Wildoak Lane, and Sweeney Lane in Ponchatoula, LA, throughout Tangipahoa Parish.
FINDING OF NO SIGNIFICANT IMPACT
The Tangipahoa Parish Government has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Tangipahoa Parish Government, 206 E. Mulberry St, Amite City, LA 70422, and Tangipahoa Parish Library, Hammond Branch, 314 E Thomas St, Hammond, LA 70401, and may be examined or copied Monday – Thursday 9:00 a.m to 8:00 p.m. and Friday 9:00 a.m. to 6 p.m.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Tangipahoa Parish Government. All comments received by August 3, 2026, will be considered by the Tangipahoa Parish Government prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Tangipahoa Parish Government certifies to The LOCD-DR that Robby Miller in his capacity as Parish President consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The LOCD-DR’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Tangipahoa Parish Government to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The LOCD-DR will consider objections to its release of fund and the Tangipahoa Parish Government’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Tangipahoa Parish Government; (b) the Tangipahoa Parish Government has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by The LOCD-DR or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to The LOCD-DR at [email protected] or mail to LOCD-DR at: Gina Campo, Executive Director, Office of Community Development-Disaster Recovery, 617 N.
